From our observation,The answer is "Not any time soon".
When we had an FTF conversation with bolt drivers ,using a participant observation strategy,we come to understand that atleast 70% of bolt drivers are going through tough moments in the year 2019.
These tough moments are quite frustrating and many a time,A driver is tempted to unleash his frustration at an uncivil passenger.
Reasons for the recent frustrations are :
1.Bolt commission increased from 15% to 20%:Although bolt claims to increase their fare by 10% and commission by 20%,the drivers have hardly felt the positive impact of the 10% increments of fare.but the 20% commission has been described as " injurious" by most drivers.
Could it be the promise of fare increment was just a placebo?
No one can say for sure.but we are certain that the 20% commission is better viewed as a rip off
2.Car remittance amount is rigid: Drivers driving on rental platforms are finding it hard daily due to low job request,higher commission to pay and a never reducing amount of remittance. A quick reminder that during bolt 15% commission, drivers were saving little after paying their rental amounts.but at 20% commission, will there be anything to save?...we doubt so.
3.Bolt has no notable compensation plan: Unlike Uber, their competitor,bolt has no compensation plan for passengers who refuse to pay and free insurance policy for its drivers.
Although bolt rolled out an affordable insurance for drivers called "drivers shield", most drivers have unanimously agreed never to pay a dime for bolt insurance...owing to the fact that uber insurance for drivers is free.
Well,the idea behind passengers not payment or fake transfers has always been a loss to drivers.
There have been scenarios where a passenger alights from a bolt car and refuse to make payments.the driver resorted to aggressive method in collection of his payments.The passenger videos and sends to bolt office.bolt blocks the driver for assaulting the passenger.
Then another scenerio is now an everyday experience. A passenger jumps out of a bolts car ,hauls insult at the driver,refused to make payments and slams the car door.The driver maintains a dignified equanimity and reports to bolt.
Bolt apologizes to the driver and promises to block the passengers-bolt-account.
THAT IS ALL.
No compensation. And all it takes to open a new passenger account is just an email address.
The driver makes a huge irredeemable loss when they function by bolt decorum of equanimity.
So drivers ,especially in west Africa has resorted the self safety and ensured payments.
Thus they are ready to do whatever is required to collect their payments.Even if it demands assaulting a passenger,driving to a near by police station or creating a scene.
On these ,most bolt drivers have tacitly agreed to operate on.

Bolt has to take passengers detail collection serious.in order to regulate their misbehavior and sanction when the misbehave. Bolt its self has to be very careful with the way they are treating its drivers.
